Department Recommendation: Staff recommends that City Council authorize the City Manager to execute an agreement between the City of Visalia and Visalia Unified School District for the purpose of providing an after-school club for the students of Crowley Elementary School at the city operated Manuel F. Hernandez Community Center.
Summary:
City and Visalia Unified School District (VUSD) staff are seeking a one-year service agreement for an after-school club program for the students of Crowley Elementary school. Crowley students will have the opportunity to sign-up for the after-school club program hosted at the Manuel F. Hernandez Community Center through VUSD ELO-P services. VUSD will contract with City for 40 Crowley students per session to attend the City's existing after-school program, for a total of $40,498.14 paid to the City for the 2026-2027 school year.
Background Discussion:
In 2021, VUSD became a recipient of funding through the California Department of Education's Expanded Learning Opportunities Program (ELO-P), established through California Assembly Bill (AB) 130. The program provides funding for before-school, after-school, and intersession opportunities for transitional kindergarten through sixth-grade students, supporting their academic, social, emotional, and physical development through engaging, hands-on learning experiences.
