Department Recommendation:
Staff recommends that the City Council conduct the second reading and adopt Ordinance No. 2025-02 pertaining to a Development Agreement for the Shirk & Riggin Industrial Park.

Summary:
On March 17, 2025, the City Council held a public hearing to consider the Shirk & Riggin Industrial Park project, which included the approval of a General Plan Amendment, initiation of an annexation, and certification of an Environmental Impact Report (EIR). The entire project is a request for the development of an industrial park with a total building footprint of approximately 3,720,149 square feet on 284 acres. The industrial park will primarily contain industrial uses as well as commercial elements on property located outside of City limits and within the Tier I urban development boundary
Following the public hearing, the City Council voted (4-0 with one councilmember absent) to certify the EIR, approve the General Plan Amendment, initiate the Annexation, and conduct the First Reading of Ordinance No. 2025-02 (included herein as Attachment 1) for entering into a Development Agreement.
