Department Recommendation: Award a three (3) year purchase contract for RFB 25-26-10 with ProForce Law Enforcement DBA, ProForce Marketing, Inc. located in Prescott, Arizona for an amount not to exceed $158,000 for new hire and replacement ballistic vests for the Visalia Police Department.

Summary:
The Police Department budgets and purchases between 10 to 20 ballistic vests every year for new hires and required replacements. The vest has a useful life of 5 years and there are 135 vests that require replacement within the next 3 years beginning in December 2025. The Department will purchase approximately a total of 155 vests (135 replacements and 20 projected new hires). The CIP (EQ0164) General Fund Budget was approved for $187,000.

Background Discussion:
The Purchasing Division solicited for bids with the Visalia Times Delta on November 19 and November 25, 2025, and on November 17, 2025, on BIDNET. Dealers of the specified Safariland IIIA Ballistic Vests were also notified. The bid closed on December 18, 2025, and only one (1) bid was received. The bid was also specific to a brand as the Department uses the Safariland SX02 IIIA Ballistic Vests.

Fiscal Impact: No new appropriations are required as the budget for CIP EQ0164 for $187,000 was previously established during the budget process. At the end of year three (3) of the contract, the number of replacements needed will be evalua...
