Department Recommendation: The Mayor is recommending approval of the City Manager's request to continue further discussion of an aquatics facility to a future meeting at a date to be determined, but no later than February 17, 2026.
Summary:
At the October 20, 2025, City Council meeting, Council directed staff to return within 60 days with further information relating to an outdoor recreation facility and a competition facility including:
* Site/location options and land availability, don't land lock, keep options for future growth
* Funding sources and cost considerations
* A project timeline
* Design options, including a 50-meter pool and/or L-shaped configuration
* Recreation priority (swimming lessons, senior programs, community use)
Staff has endeavored to compile this information within this timeframe but has requested this continuation in order to ensure that the information provided in complete, accurate and consistent with a Visalia approach for a major facility. While a great deal of information has been assembled, Staff does not believe it is complete enough to provide the City Council with enough accurate information and is therefore requesting an extension.
Fiscal Impact: No current expense is associated with this request.
