Department Recommendation:
Staff recommends that the City Council approve Visalia Transit's 2024 Title VI Program, adopt Resolution No. 2025-01, and authorize the City Manager to review, approve, and sign future updates to the Program.
Background Discussion:
Visalia Transit has updated its Title VI Program in compliance with United States Department of Transportation Title VI regulations, 49 Code of Federal Regulations (CFR) Part 21. The Federal Transit Administration (FTA) requires recipients to update and submit its FTA Title VI Program every three (3) years. The City's Program was last updated and adopted by the City Council at its meeting on May 17, 2021.
Title VI is a federal statute and provides that "no person shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefit of, or be subject to discrimination under any program or activity receiving federal financial assistance. Pursuant to FTA Circular 4702.1B - Title VI Guidelines, at a minimum, the document must address the following:
