Department Recommendation:
Staff recommends that Council authorize staff to accept a federal grant in the amount $121,500 to fund the upcoming PMMP project on the conditional basis of the grant being as outlined in this report once the official offer is received by the FAA. Staff is preemptively bringing this to council as the FAA now requires all grant offers be officially accepted within two weeks of their offer
Background Discussion:
In November of 2019, the Visalia City Council authorized a Professional Services Agreement between the City of Visalia and Brandley Engineering for the purpose of providing airport engineering design services and project management for a 5-year contract period. The projects that Brandley will shepherd for the airport as well as the majority of the CIP projects at the airport are federally funded. To continue fully qualifying for FAA funding of the airport there were two key projects that needed to be completed. The first is an updated Airport Layout Plan which is an 18-month project that began in November of 2021 and is expected to be completed by summer of 2023. The second project is a Pavement Maintenance Management Plan (PMMP). This project, which is already on our CIP list, as well as the FAA Airport Capital Improvement Plan (ACIP) for the current fiscal year, is expected to also take 18-months from authorization to proceed to completion.
