Department Recommendation:
It is recommended that the Visalia City Council adopt Resolution 2024-43, the regularly scheduled biennial update of the list of designated employees who are responsible for significant amounts of purchasing or are primary decision-makers regarding purchasing. This list notes the people in the organization who will be required to complete conflict of interest reports detailing specific sources of income, gifts, and other sources of income.
Background Discussion:
The Fair Political Practices Commission (FPPC) has regulations regarding the
establishment and maintenance of conflict-of-interest codes. Resolution 2024-43 reflects the changes that have occurred to the positions and position titles over the past two years. The City's conflict of interest code ordinance complies with the requirements of state laws and provides for the periodic update of the list of designated employees by Council resolution.
The action before the Council tonight is the regular biennial update. The attached resolution reflects the positions that are currently in the City of Visalia organization, as well as adding/deleting titles because of changes in assigned responsibilities. In addition, some employees may now have greater purchasing authority and responsibility.
