Department Recommendation:
Staff recommends that the City Council authorize the City Manager to file a Notice of Completion for the Battery Backup System & Traffic Signal Preemption Project.
Background Discussion:
The Battery Backup System & Traffic Signal Preemption Project contained the two separate CIP projects: Battery Backup System Upgrade (CP0226) and Traffic Signal Preemption Installation Project (CP9531). These projects are the continuation of the existing projects to retrofit all of the City's traffic signals with both battery backup systems and emergency vehicle preemption devices. All new traffic signal construction and modification projects include BBS and EVP as standard equipment. These two projects were bundled together for cost efficiency as the two projects are similar in the nature of work and overlapping project locations.
The scope of the Battery Backup System (BBS) project was to install a BBS at existing signalized intersections to provide temporary electrical power to the traffic signal during a power outage. The City converted all traffic signals to LED indicators in 2011 which reduced the power consumption for signal operations and made having a BBS feasible to provide temporary electrical power. The BBS will allow a traffic signal to operate in full mode until the battery is drawn down to a predetermined charge level at which point the signal will turn in "red" flash...
