Department Recommendation:
Staff recommends that City Council authorize the filing of a Notice of Completion for Hillsdale Southland Subdivision.

Summary:
All of the required off-site improvements for the Hillsdale Southland subdivision have been completed and are ready for acceptance by the City Engineer. The improvements were developed by San Joaquin Valley Homes include the widening of Hillsdale Avenue, construction of the local streets, block walls, landscaping, underground utilities, grading of the basin/open space and construction of access drive around the perimeter of the basin/open space. The improvements were constructed per the approved off-site improvement plans, and the project improvement agreement. Staff recommends that authorization be given to file the Notice of Completion.

Background Discussion:
On May 26, 2020, San Joaquin Valley Homes filed the Hillsdale Southland Tentative Subdivision Map No. 5574, a request to subdivide 10.32 acres of an overall 16.38-acre site into a 46-lot single-family residential subdivision with 8 out-lots for landscaping and storm drainage purposes. The 16.38-acre site, which was owned by City of Visalia at that time, had a General Plan Land Use designation of Conservation and Zoning designation of Open Space (O-S).
