Department Recommendation: It is recommended that the Visalia City Council authorize the City Manager to execute and implement a side letter agreement approving a temporary schedule change beginning June 13, 2026 and ending October 3, 2026 with 3 shifts (days, swings, graves) working the 3/12.5 schedule Friday through Sunday.

Summary:
To improve operational efficiency and explore scheduling options, the City proposes testing a weekend swing shift designed to reduce the amount of time patrol officers are assigned as primary, while also minimizing reduced shift strength and holdover overtime. This cover shift will be implemented for one scheduled rotation, beginning June 13, 2026, and ending October 3, 2026. Following the completion of this rotation, the current weekend schedule will resume as staff assess the effectiveness of the test weekend swing shift.

Background Discussion:
The City and Visalia Police Officers Associations (Group B) entered into a side letter agreement to implement a hybrid 4/10 and 3/12.5 work schedule for patrol operations. This scheduling model became effective in January 2023.

Fiscal Impact including annual maintenance and operating costs: It is expected that this test period will reduce overtime, so no additional operating costs are anticipated. Any unforeseen expenses incurred during this time will be covered by salary savings.
