Department Recommendation:
Staff recommens that the City Council authorize the filing of a Notice of Completion for the Playground Replacement Project at Jefferson Park.

Background Discussion:

Summary:
The scope of work included the removal of the existing playground structure and installation of a new playground structure with a sail type shade structure. The contract was awarded to R.E. Shultz Construction at the April 15, 2024, City Council Meeting in the amount of $236,415.00.

Background:
On January 2, 2024, and January 9, 2024, the City solicited bids by advertising in the Visalia Times Delta and the RFB was posted on Bid-Net. The City also emailed the RFB notices to contractors who have requested to be on our construction projects list to participate in this bid process.

On January 17, 2024, and January 18, 2024, two mandatory pre-bid meetings were held at Rotary Park. Several contractors attended the pre-bid meetings. During the pre-bid meetings, staff reviewed the bid specifications, reviewed the mandatory requirements imposed by the State of California Department of Industrial Relations, and answered any questions.

Staff received several questions from contractors where staff carefully reviewed and answered them in a separate addendum.

On February 1, 2024, the City received bids from six (6) contractors. A selection committee was formed and met on January 18, 2024.
