Department Recommendation: Staff recommends that the City Council authorize the City Manager to file a Notice of Completion for the FY 24-25 cape seal project (1410-72000/CP0247-999).

Summary:
The FY 24-25 cape seal project, funded through Measure N, was successfully completed by VSS International within the approved budget and timeline with one change order. The contractor was directed to apply 1,594.87 square yards of Micro-Surfacing at the unit price of $2.40 per square yards on a portion of the Riggin Avenue (Mooney to Conyer) project for a total of $3,827.68. The change order was reviewed and approved by the City's Change Order Committee on September 17, 2025.

The project treated approximately 9 miles (226,724 square yards) of residential and collector streets throughout the city. This preventative maintenance effort is part of the City's ongoing pavement preservation program aimed at extending roadway lifespan. Staff requests Council authorization for the City Manager to file a Notice of Completion.

Background Discussion:
The City currently utilizes multiple pavement preservation methods including, but not limited to, reclamite, cape seal, and crack seal. The streets are analyzed through the City's pavement management program to determine cost-effective maintenance recommendations, while optimizing the expenditures of limited fiscal resources.
