That Council approve the award of a contract for Veterinary Oversight Services to Dr. Jan Breech, DVM for 1 year plus four 1-year renewal options, not to exceed $24,000 per year for a maximum of 5 years totaling $120,000.
Background Discussion:
In May 2023, Animal Services released RFP 22-23-49 seeking a new contract for Veterinary Services at the Visalia Animal Care Center (VACC). The RFP was advertised broadly to local veterinarians and agencies that might be interested and capable of providing this service. Services for this position include but are not limited to, creating and training staff on the wellness program for shelter animals, provide health consultation services, training and certification for staff on humane euthanasia, and surgical sterilization of animals twice a week or as needed. The City received a single proposal in June 2023, from the City's current contractor for this service, Dr. Jan Breech, DVM. The selection committee reviewed and completed evaluations of Dr. Breech's proposal and found it to compliant with the RFP.
Animal Services began using Dr. Breech's veterinary services back in 2016 and has been satisfied with her performance of these duties. However, City purchasing policy requires competitively bid contracts and the release of the RFP discussed above.
