Department Recommendation:
Staff recommends Council adopt Resolution No. 2022-41 to designate various road projects for Road Maintenance and Rehabilitation Account (RMRA) 2022/23 funding from the State of California Road Repair and Accountability Act of 2017 (Senate Bill SB1) to the following Capital Improvement Project's (CIP's):
1. $750,450 -Downtown Pavement Rehabilitation
2. $1,719,550 -Caldwell Avenue Improvements from Akers to Shady
3. $613,000 -Center & Acequia Rehabilitation

This agenda item is being brought forth because the SB1 Program requires a resolution that details the projects that will be funded with that fiscal year allotment of SB1 funds. This money is being appropriated with the FY 22/23 Budget adoption in the SB1 Fund (113).

Background Discussion:
In April 2017, the Governor signed Senate Bill (SB) 1, known as the Road Repair and Accountability Act of 2017 to address basic road maintenance, rehabilitation, and critical safety needs in the State. This bill established a new funding source for road repairs through revenue established from per-gallon excise taxes on gasoline and diesel fuel, and vehicle registration fees.
