Authorize the City Manager to approve a contract change order to W.M. Lyles Company in the amount of $252,196.00 for the interior coating of Digester #4 at the Water Reclamation Facility (WRF).

Background Discussion:
In February 2023 a Purchase Order was issued to Wastewater Solids Management Company (WSM) to pump and dewater sludge and clean the inside of the Digester #4 at the Water Reclamation Facility (WRF). When the cleaning process was complete and a visual inspection was performed by staff, several areas of the glass lined ductile iron pipe that circulates the sludge contents within the digester structure were found to have developed large holes, thus rendering the digester completely inoperable. W.M. Lyles Company was the contractor for the WRF upgrade project, is familiar with the facility, and is currently working on site to complete the Renewable Power Generation System (RPGS). Staff asked the company to appraise the damage and provide a quote for the needed repairs. On May 15, 2023, City Council awarded a sole source contract to W.M. Lyles Company in the amount of $284,000 (PO #3440) to replace the interior piping within Digester #4.
The demolition of the existing piping is complete and W.M. Lyles is currently waiting for the pipe and fittings materials to be delivered to complete the necessary repair work.
