Department Recommendation: Staff recommends that the City Council authorize the filing of a notice of completion for the Village Park the shade structure design and installation services project with Bakersfield Paving, Inc.

Summary:
The scope of work included the design and installation of a freestanding shade structure. The contract was awarded to Bakersfield Paving Inc. at the April 15, 2024, City Council Meeting in the amount of $98,702.34.

Background Discussion:
On March 12 and March 19, 2024, the City solicited bids by advertising in the Visalia Times-Delta and posting the Request for Proposals (RFP) on Bid-Net. The City also emailed RFP notices to contractors on the City's construction projects list to participate in this bid process.

Two mandatory pre-bid meetings were held on March 27 and March 28, 2024, at Village Park, attended by several contractors. During these meetings, staff reviewed the bid specifications, discussed the mandatory requirements established by the California Department of Industrial Relations, and addressed questions from contractors. Additional questions were submitted by contractors following the meetings, which staff carefully reviewed and responded to in a separate addendum.

On April 11, 2024, the City received three proposals from three proposers. A selection committee was formed and convened on April 30, 2024. The committee conducted a two-part review of the proposals.
