Department Recommendation:
Authorize the City Manager to amend the not to exceed amount of the contract with Denali Water Solutions for the removal and disposal of biosolids produced at the Visalia Water Reclamation Facility from $220,000 to $280,000 and appropriate an additional $83,500 from the Wastewater Fund (431).
Background Discussion:
In December of 2022 City Council approved a 6-month extension of the contract with Denali Water Solutions for the annual removal and disposal of the biosolids from the Water Reclamation Facility (WRF) with a not to exceed amount of $220,000 and appropriated $100,000 from the Wastewater Fund to cover the estimated expense.
As stated in the WRF Waste Discharge Requirements (WDR), biosolids can only be kept onsite for a period of 2 years, and the current stockpile had to be removed no later than December 31, 2022. There is no way to determine the exact tonnage until the material is hauled off and weighed, so staff estimated 2,250 tons based on the average over the last three years, at a cost of $72 per ton.
Denali had removed over 2,000 tons by the end of December, however, a large amount of material remained to be removed.
