Department Recommendation:
Staff recommends that the City Council authorize the City Manager to enter into a contract with Brandley Engineering for approved CIP project CP0573 for the design phase of the Taxilane "A" and "B" and Hangar H3 Row 10 reconstruction project at Visalia Municipal Airport.

Background Discussion:
As part of the approved Federal Aviation Administration (FAA) Airport Capital Improvement Plan, the FAA funds the rehabilitation, and if needed, replacement of communal aircraft movement areas at airports nationwide. This project is the design phase of the reconstruction of one of these areas (Taxilane "A" and "B" and Hangar H3 Row 10) at Visalia Municipal Airport.

At its meeting on August 4, 2025, the City Council acted to conditionally accept federal funds via an FAA grant in the amount of $134,520 that would fund the majority of the project, the remaining $7,080 will be split between state funds and airport funds.

At its meeting on November 17, 2025, the Council authorized a professional services agreement between the City and Brandley Engineering for the purpose of providing airport engineering design services and project management for a 5-year contract period. The projects that Brandley administers for the Airport, as well as the vast majority of the Airport's capital improvement program (CIP) projects, are federally funded.
