Department Recommendation: Staff recommends that the City Council authorize the City Manager to award an annual contract to Precision Environmental Services in an amount not to exceed $50,000 annually, totaling $250,000 over the life of the contract, with an option to renew annually for up to (4) additional one-year terms.

Summary:
RFB 23-24-48 for maintenance, repair, testing and inspection of fueling equipment was advertised in the newspaper on June 6, 2025, posted on Bidnet, and notifications were sent to all local vendors who provide these services.

In response to the RFB, the City's Purchasing division received (3) bids and are summarized below:





The contract covers all City-owned fueling facilities, and consists of two components:
* Fixed Services: These are recurring scheduled services performed annually at each fueling station. They include secondary containment testing, annual monitoring certification testing, annual vapor recovery testing (including pre-test and testing with San Joaquin Valley APCD inspectors), V/L testing, and monthly designated operator inspections. The fixed services portion of the bid, which is approximately $9,000, covers these mandated inspections and certifications.
* Hourly Rates for Unscheduled Repairs and Maintenance: In addition to fixed services, the contract includes hourly labor rates for any necessary unscheduled repairs or maintenance that...
