Department Recommendation: Staff recommends that the City Council authorize the filing of the Notice of Completion for the FY 25-26 cape seal project (1410-72000/ CP0247-999).
Summary:
The FY 25-26 cape seal project, funded through Measure N, was successfully completed by VSS International within the approved budget and timeline without any change orders.
The project treated approximately 10.5 miles (227,085 square yards) of residential and collector streets throughout the city. This preventative maintenance effort is part of the City's ongoing pavement preservation program aimed at extending roadway lifespan. Staff requests Council authorization for the City Manager to file a Notice of Completion.
Background Discussion:
The City currently utilizes multiple pavement preservation methods including, but not limited to, reclamite, cape seal, and crack seal. The streets are analyzed through the City's pavement management program to determine cost-effective maintenance recommendations, while optimizing the expenditures of limited fiscal resources.
This annual cape seal project was based on a project list developed from the pavement management program in combination with field investigations. To increase the longevity of pavement surfaces, it is imperative for the City to perform the appropriate preventative maintenance treatment to streets at the proper time. Performing a cape seal treatment at this life-stage of the selected streets is beneficial as it extends the overall pavement life at a relatively inexpensive cost.
