Department Recommendation:
Staff recommends City Council authorize the City Manager to submit two (2) funding applications for the 2023 Active Transportation Program (ATP) Cycle 6 with a total estimated project cost of $16,400,000 (with refinements as necessary). The following two projects to improve safety and promote active modes of transportation in the City will be submitted for funding to both the California Department of Transportation (Caltrans), for a statewide selection, and the Tulare County Association of Governments (TCAG), for a countywide selection:
1. Goshen-Visalia Corridor Project ($14,000,000 estimated cost)
2. Houston Community Connectivity Project ($2,400,000 estimated cost)
Background Discussion:
The ATP is a grant program created to encourage increased use of active modes of transportation. The purpose of and goals of the ATP include the following:
* Increase the proportion of trips accomplished by walking and biking
* Increase the safety and mobility for non-motorized users
* Advance the active transportation efforts of regional agencies to achieve greenhouse gas reduction
* Enhance public health
