Authorize the City Manager to award a sole source contract for the replacement of factory correct Ultraviolet (UV) System components at the Water Reclamation Facility (WRF) to Veolia WTS Services for a not-to-exceed amount of $120,000. This is a one (1) year contract that may be renewed for four (4) consecutive one (1) year periods.
Background Discussion:
One of the key elements in the upgrade project at the Water Reclamation Facility (WRF) was to decommission the trickling filters and convert the activated sludge facilities to a new membrane bioreactor (MBR) process. The MBR effluent is then treated to California Administrative Code Title 22 disinfection requirements for unrestricted reuse, and then may be utilized for irrigation of parks and appropriate agricultural crops within and surrounding the City. The selected disinfection process to produce recycled water was Ultraviolet (UV) disinfection, and the equipment purchased was the Ozonia Aquaray HO VLS UV Disinfection System. This system was constructed downstream of the MBR system and provides reliable and consistent disinfection to the MBR effluent. The UV installation consists of two open channels to treat initial flows of 18 MGD.
