Staff recommends that the City Council authorize the filing of the Notice of Completion for the Evans Ditch culvert replacement on Conyer Street project.
Summary:
This project replaced the existing Evans Ditch culvert in Conyer Street between Howard Avenue and Feemster Avenue. The existing culvert was estimated to be over 100 years old and was in need of immediate replacement. The road section around this culvert started to cave in on Wednesday March 4, 2026 while irrigation flows were present in the ditch. Upon investigation, water had significantly undercut the existing structure and there was significant damage to the top of the existing culvert. The Tulare Irrigation District (TID) agreed to stop water flow in the channel on Wednesday March 4th to prevent additional damage, but TID needed to utilize the ditch for irrigation flows again in early May. City staff successfully coordinated the culvert replacement so that it was completed prior to the scheduled irrigation flows in May 2026.
City staff worked quickly to prepare plans for the replacement and coordinated with Dawson-Mauldin to complete the work under an emergency construction contract. The contract included removal and replacement of the culvert and roadway and was awarded an initial amount of $435,070. The final construction cost was $475,315, an increase of $40,245 over the original contract amount.
