Department Recommendation:
It is recommended that the City Council authorize the City of Visalia to amend the 2021 JAG Grant award in the amount of $37,397 and appropriate $4,700 from Police Unclaimed (Fund 012).
Summary:
On November 15,2021 Council approved and appropriated federal funds for the 2021 JAG Grant in the amount of $37,397. The expenditures for these funds included training in the amount of $11,920 and the purchase of an Unmanned Aerial System (UAS) for $26,305. However, staff discovered that the purchase of the UAS is not an authorized purchase under the Grant guidelines.
Staff will not use the Grant to purchase the UAS but instead fund the purchase using another funding source. To replace the UAS expenditure, the Department will replace the Special Weapons and Tactics Team (SWAT) Communication System that can be purchased and reimbursed by the JAG Grant.
The SWAT unit requires replacement of the current Peltor helmet mounted communication system purchased in 2016. It will be replaced with the Invisio X5 Communication System. The new and updated system is an in-the-ear system that maintains directional awareness for the operator, while maintaining the noise cancelling capabilities.
