Background Discussion: Measure N was passed by the Visalia voters in November 2016. The Measure emphasized the importance of maintaining Police, Fire, Roads, and Park and Recreation services at levels commensurate with overall city growth.
In order for the maintenance of the plan and to transparently disclose any items that may be changed in the future the Council also adopted certain procedural rules to maintain a high degree of accountability on the uses of these monies. One of the rules is the formation of and an ongoing Measure N Oversight Board.
The Measure N Oversight Board reviews the proposed Council spending plan and communicates their input to Council. The Council appointed an eleven-member standing oversight committee to constitute the Sales Tax Oversight Board (the "Board"). Each member of the Board shall be a Visalia resident.
