Department Recommendation:
Staff recommends that City Council authorize the recordation of the final map for Belissa Phase 2 subdivision, located at the northwest corner of North Demaree Street and West Pratt Avenue (108 lots). Staff also recommends the City Council adopt Resolution No. 2026-51 initiating proceedings for the annexation to the Landscape and Lighting District No. 25-09 "Belissa" and adopt Resolution No. 2026-52 ordering the improvements and levying the annual assessments for Assessment District No. 25-09, "Belissa".
Summary:
The final map Belissa Phase 2 subdivision will subdivide 14.42 -acre parcel into 108 single-family residential lots. Lots "O" and Lot "Q" will be dedicated to the city as pocket parks totaling approximately 1-acre and are to be maintained by the maintenance district formed with the subdivision. The proposed single-family subdivision will be accessible from Demaree St, Riverway Ave, and Chinowth St and serviced by the interior local public streets with full improvements such as curb, gutter, sidewalk, streetlights, and other public utility infrastructure (i.e., sewer lines, storm drainage, water, and dry utilities). Public right-of-way improvements on Demaree St were installed with the first phase of the Belissa subdivision.
