Department Recommendation:
Staff recommends that the City Council authorize the budget and scope revision for the Kaweah Health Alternative Parking project to the consultant TJKM, and appropriate the additional funds awarded by Tulare County Association of Governments (TCAG) for the project.
Background Discussion:
Beginning in 2019, the City and TCAG collaborated on a Downtown Visalia (Kaweah Health parking study project. At the time, TCAG's contribution was $40,000 to fund a consultant to perform the parking study, and the City committed in-kind staff Project Manager support. The study's purpose is to develop solutions to the parking congestion in the Downtown area specifically in proximity to Kaweah Health, with a particular focus on Kaweah Health staff parking conditions and alternatives to lessen that impact. The inability for Kaweah Health to support and expand its Downtown location and potentially relocate medical services from the Downtown area would negatively impact the local economy.
Through a Request for Proposals (RFP) process and with Council approval at its meeting on March 2, 2020, TJKM was awarded the consultant study contract for $39,900 (P02586) in March 2020.
