Department Recommendation:
Staff recommends that the City Council authorize the City Manager to conditionally accept a Federal Aviation Administration (FAA) Airport Improvement Program (AIP) grant in the amount $134,520 towards approved CIP project CP0573 for the design phase of the Taxilane Reconstruction Project at the Visalia Municipal Airport.

Background Discussion:
Maintaining surface movement areas is vital to the safe and expeditious movement of air traffic at any airport and is a requirement to ensure future Federal Aviation Administration (FAA) funding. This design phase of the proposed Taxilane Reconstruction Project at the Visalia Municipal Airport will ensure that the Airport remains on track for the planned future construction phase of the Project which would allow completion prior to the age of the current surface causing any issues in compliance with FAA regulations.

New FAA policy provides airports a narrow two (2) week window to accept any grant funding offers, which is the necessity for staff to preemptively present this item to the Council seeking conditional authorization to accept the grant funding offer within the grant acceptance deadline. The conditional authorization to accept the grant is contingent upon the grant offer being consistent with the terms found within this report.
