Department Recommendation: Staff recommends that the City Council designate Vice Mayor Liz Wynn as the voting delegate, Assistant City Manager John Lollis as the first alternate voting delegate, and City Manager Leslie Caviglia as the second alternate voting delegate for the 2026 League of California Cities Annual Conference and provide direction to the voting delegate to support the policy resolution to be considered at the General Assembly.
Summary:
The League of California Cities Annual Conference is scheduled for September 23-25, 2026, in Anaheim. In order to vote during the General Assembly portion of the conference, scheduled for Friday, September 25 at 8:30 a.m., the City Council must formally designate a voting delegate and may appoint up to two alternate voting delegates. Vice Mayor Liz Wynn is the only Council Member registered to attend, along with Assistant City Manager John Lollis and City Manager Leslie Caviglia. The City Council is also being asked to provide direction to the voting delegate regarding the City’s position on the policy resolution to be considered at the General Assembly.
