Department Recommendation:
It is recommended by the Parks and Recreation Commission and also by City staff that City Council waive the rental fee, $2,052 annual value, but assess the direct staffing cost, $808.65 annual value.

Background Discussion:
In 2006 City staff worked with the Senior Advisory Committee to develop a process for designating free or reduced fees at the Visalia Senior Center for facility use. Whereas there were once several organizations requesting fee waivers, this number has decreased as some programs have become City operated and others have found alternate locations. For 2023 one fee waiver request was received by Visalia Gadabouts.

Following the established process, organizations requesting to utilize the Senior Center and receive a fee waiver/reduced fee must annually submit a Facility Use Application for the upcoming calendar year. Their application must include information about the organization, non-profit status, and financial records for the past two years.

In prior years, the Senior Advisory Committee aided in the review process of the applications. However, the Senior Advisory Committee has not met since January 2020, when the COVID-19 pandemic caused temporary closures of facilities. Staff is beginning to rebuild programs, clubs and organized use of the Senior Center and will be rebuilding the Senior Advisory Committee in 2023. As the Senior Advisory Committee has not yet been reestablished the 2023 application for facility use and fee waiver/reduced fee was review by City staff to ensure that the prior established criteria were met.
