Department Recommendation:
Staff recommends that the City Council:
1. Authorize the City Manager to enter into a contract with Insituform Technologies, LLC for RFB 23-24-70 for the Tipton Mineral King Sewer Repair Project (4330-7200/CP0377-999) in the amount of $1,286,950.00.
2. Authorize the appropriation of $95,000 from the Wastewater Fund (431) to this project, CP0377.

Background Discussion:
The California Department of Toxic Substance Control (DTSC) detected traces of tetrachloroethylene (PCE) in Visalia in the early 2000's and therefore began investigating dry cleaner facilities in the City of Visalia. As a result of the investigation, in 2010, DTSC issued an imminent and substantial endangerment order to Mission Linen Supply located at the corner of Tipton Street and Mineral King Avenue. Further investigation revealed that PCE from the Mission Linen site found its way into the City's sanitary sewer system. Video of the sewer lines subsequently showed that some of the City's sewer lines had cracks and other deficiencies that allowed for infiltrated PCE to exude into the surrounding soil.
