Department Recommendation: Staff recommends that the City Council authorize the filing of a notice of completion for the Tulare Avenue major road rehabilitation project from Demaree to Cotta.

Summary:
This project included rehabilitating Tulare Avenue from Demaree to Cotta. This rehabilitation effort included grinding and asphalt overlaying streets, areas of street rehabilitation, traffic signal modifications, curb return upgrades, curb and gutter repairs, and multimodal enhancements.

Background Discussion:
Tulare Avenue was selected for resurfacing as part of the City of Visalia's pavement management plan. The Tulare Avenue major road rehabilitation project was originally intended to be advertised for bid in October of 2022 after receiving authorization from Caltrans. Following the initial authorization, the project experienced a significant delay due to staff turnover. Furthermore, this delay was exacerbated by the Public Rights-of-Way Accessibility Guidelines (PROWAG) formerly adopting standards on September 7th, 2023, which required a redesign of each intersection identified for rehabilitation. This comprehensive redesign extended the timeline for final design, plan approvals, and bid advertisement.
