Department Recommendation:
Staff requests City Council authorize the fee payment of $121,000 to the National Fish and Wildlife Foundation for mitigation credits for the Caldwell Avenue Widening Project from Santa Fe Street to Lovers Lane.

Background Discussion:
The City of Visalia has a roadway widening project for Caldwell Avenue from Santa Fe Street to Lovers Lane (Rd. 140) which will widen Caldwell Avenue from 2-lanes to 4-lanes with a raised center median, curb, gutter, sidewalk, and a joint use pathway. This project will include the extension of the City's storm drain and sanitary sewer systems within the City's project limits.

The construction of the roadway improvements includes the replacement of an existing Tulare Irrigation District culvert west of Pinkham Street at Caldwell Avenue and the extension of the Cameron Creek culvert at the intersection of Caldwell Avenue at Lovers Lane. The replacement and extension of these culverts impact the stream channel, requiring compensatory mitigation for the authorized impact to 0.213 acres of stream channel. Mitigation requires the purchase of 0.213 acres of Aquatic Resource Credits in the Kaweah/Tule Aquatic Resource Watershed Service Area.
