Department Recommendation:
Approve the Citizens Advisory Committee’s recommendation to appoint Patricia Kane to fill a vacant voting position on the Citizens Advisory Committee.

Summary:
The Citizen’s Advisory Committee (CAC) consists of eleven members. There are currently three vacancies on the committee. If this appointment is approved by Council, Patricia Kane will fill the vacancy for a vacated position whose term ended in June of 2026.

Background Discussion:
The Citizens Advisory Committee (CAC) consists of eleven (11) members. There are currently three (3) vacancies on the committee. If this appointment is approved by Council, Patricia Kane will fill the vacancy for a vacated position whose term ended in June of 2026.

The CAC meets monthly for a variety of purposes including:

Annually review the City’s use of the Measure T Public Safety Sales Tax confirming certified budget and the outside auditor’s review of monies spent comply with the provisions of the voter approved measure.
Provide two (2) members to sit on the Measure N Oversight Committee.
Provide training, review, and recommendations to Council for the distribution of non-profit youth grants.
Provide input on the City’s use of Community Development Block Grants (CDBG) and other programs from Housing and Urban Development (HUD).
Provide Council feedback on an annual basis with regards to proposed new and/or increased fees and rates.
