Department Recommendation: Staff recommends that the City Council designate Vice Mayor Liz Wynn as the voting delegate and Council Member Emmanuel Hernandez Soto as the alternate voting delegate for the 2025 League of California Cities Annual Conference.
Summary:
The League of California Cities Annual Conference is scheduled for October 8-10, 2025, in Long Beach. In order to vote during the General Assembly portion of the conference, scheduled for Friday, October 10, the City Council must formally designate a voting delegate and may appoint up to two alternate voting delegates. Only two members of the City Council, Vice Mayor Liz Wynn and Council Member Emmanuel Hernandez Soto are registered to attend the conference.
Background Discussion:
The League of California Cities ("CalCities") holds an Annual Business Meeting during its statewide conference to consider policy resolutions and bylaw amendments that guide the League's legislative priorities. In accordance with CalCities' bylaws, each member city must formally designate a voting delegate and may designate up to two alternate voting delegates by City Council action.
To ensure Visalia's participation in the voting process, Vice Mayor Liz Wynn is recommended to serve as the voting delegate, with Council Member Emmanuel Hernandez Soto as the alternate voting delegate. Both are registered to attend the full conference and will be present at the General Assembly meeting on October 10, 2025. Designation must be submitted to CalCities no later than September 24, 2025.
