Department Recommendation: It is recommended that the Visalia City Council approve the appointment of John Lollis to serve as the Assistant City Manager. In this role, he will provide general leadership and assistance within the organization, and also initially have the division assignments of Transit, Airport and Convention Center. The starting salary would be $204,000, which is within the approved range, and he would also receive the other benefits associated with a City of Visalia Department Head.


Background Discussion:
With the recent department of Nick Mascia, the former Assistant City Manager, the City Manager assessed options for filling this key position. While a recruitment is often undertaken to fill such a position, in this case, the City Manager is requesting confirmation of a direct appointment based on Lollis' broad based experience in local government, the known success he has had serving the City of Porterville, and his local connections and knowledge of local government operations with Tulare County and the State of California.

Lollis has been the City Manager in Porterville for 15 years and has been with the City for 18 years serving as Administrative Services Manager and Deputy City Manager prior to becoming City Manager. Before joining the City, he was with the Burton School District for 12 years, 5 of which were as the Administrative Services Director.
