Department Recommendation:
Staff recommends that the City Council authorize the following:
1.) Adopt Resolution 2022-XX authorizing the City to submit the Small Community Drought Relief Grant application to the Department of Water Resources requesting grant funds in the amount of $827,580 and accept and appropriate grant funds, contingent upon award; and
2.) Enter into a grant agreement with the Department of Water Resources to accept the grant funds; and
3.) Enter into an agreement with Self Help to provide grant administrative services in the amount of $26,016 to be funded entirely through the grant.

Project Background:
The City of Visalia and Self Help Enterprises (SHE), a nonprofit organization, have been working together in assisting residents located along Linwood Street between Mineral King Avenue and Persian Ditch in the City of Visalia with establishing new potable water services due to these residents having lost their water supply as a result of their private wells going dry. A total of 11 properties along Linwood Street do not have a domestic water connection to Cal-Water service line and operate with their water supply sourced from private wells.
