Department Recommendation: Staff recommends that the City Council authorize city staff to file a partial notice of completion for the Riggin Avenue widening project from Kelsey Street to Shirk Street.

Summary:
The Riggin Avenue widening project spanned from Kelsey St to Shirk St and consisted of widening the existing 2-lane street to a divided 4-lane street. Agee Construction Inc. was awarded the construction contract for the project with an initial amount of $8,098,281.00. The final construction cost was $9,082,769.10, an increase of $984,488.10. This project is complete except for the final installation of streetlights. During construction, it was found that the standard street light poles would conflict with several of the large Southern California Edison power poles and needed to be reordered. The street light poles have been ordered but are a long lead time. Once delivered, the contractor will complete the installation and City staff will be coming back to Council for the final NOC of the project and release the remaining retention.

This partial NOC will be releasing the majority of the project's 5% retention that is held, at the amount of $397,437.48. The remaining retention to be released will be a combination of the cost of procuring the poles at $45,300.98, which was done through a change order, and another $11,400 which is the 5% retention held from the streetlight single mast arm bid item, which covers the cost of installation.
