Department Recommendation: That Council authorize staff to execute a lease agreement between the Arts Consortium and the City of Visalia for the use of the Oval Service Center at Lincoln Oval Park for Arts Consortium programming and to serve as the Arts Consortium's Special Programming location. The proposed rent is $225 per month and the Arts Consortium would be responsible for all utilities and minor maintenance issues. The lease is being proposed as two (2) years commencing January 1, 2024, and ending December 31, 2025. The Art Consortium shall have the option to renew this agreement for one (1) additional year, so the total term of the lease, with the extension, would be three (3) years.

Background Discussion:
The City owns the Oval Service Center at 808 N. Court. The Service Center was last used in 2023 by the Arts Consortium. The proposed rent is $225 per month and the Arts Consortium will be responsible for all utilities and any minor maintenance issues. The city would be responsible for repairing or replacing the Center's structural elements, electrical, plumbing and mechanical systems, including heating and cooling systems should any issues arise.

The Arts Consortium needs a location for a special program called the Oval Gallery and will be the responsible tenant and provide arts programming. The lease is being proposed as a two (2) years lease, commencing January 1, 2024, and ending December 31, 2025. The Art Consortium shall have the option to renew this agreement for one (1) additional year, so the total term of the lease, with the extension, would be three (3) years.
