Department Recommendation: Authorize the City Manager to issue a purchase order through the on-call materials testing contract to BSK Associates in the amount of $437,933.60 for the Civic Center Phase 2 project.

Summary: The City of Visalia solicited proposals from the five (5) materials testing and inspection labs on the City's current on-call materials testing lab list to provide testing services for the Civic Center Phase 2 project. Of the five firms solicited we received proposals from four. The award of the contract is based on a qualifications-based evaluation, and BSK was determined to be the most qualified. Proposals were provided by the following four firms as follows.

BSK Associates, Fresno, CA
Krazan & Associates, Clovis, CA
Moore Twining Associates, Fresno, CA
Kleinfelder, Fresno, CA

Background Discussion:
The Civic Center Phase 2 project is set to start construction in July 2025. The project involves the construction of three buildings, parking areas and associated site work. A qualified materials testing firm is required to perform construction inspections, materials sampling and testing services throughout the duration of the project, which is estimated to last 2 years. The City of Visalia has previously developed a list of prequalified materials testing and inspection labs, of which BSK is one.
