Department Recommendation:
Staff recommends that City Council authorize the City Manager to award the construction contract to JT2 Inc. DBA Todd Companies of Visalia, CA for ADA pathway improvements from Main Street to the Transit Center in the amount of $334,250
Summary:
The project goal is to provide ADA (Americans with Disabilities Act) compliant pedestrian improvements to improve accessibility and mobility of elderly and disabled persons from the Transit Center to Main Street on Bridge Street and Santa Fe Street. Under this project, improvements shall be made to the existing intersection ramps, sidewalk, curb, tree wells, driveway approaches, and alley approaches to comply with the ADA standards.

Background Discussion:
In April of 2022, the City adopted the Annual Action Plan for the federal Community Development Block Grant (CDBG) administered by U.S. Department of Housing and Urban Development (HUD). The Annual Action Plan identified several projects and programs that were to receive an allocation from the CDBG grant.
