Department Recommendation: Staff recommends that the City Council authorize the City Manager to award an annual contract to Ray Gaskin Service for service, repair, and parts for New Way refuse truck bodies. The contract shall not exceed $150,000 annually, totaling $750,000 over the term of the contract, with an option to renew annually for up to (4) additional one-year terms.
Summary:
The Solid Waste Division currently operates over 25 commercial front-load trucks that require ongoing parts and service. Ray Gaskin Service is the authorized regional dealer for New Way, located in Bakersfield, and has provided a sole-source letter indicating such. Staff is requesting an annual contract for parts and services provided by Ray Gaskin Service.
Background Discussion:
Ruckstell California Sales Co. was previously the authorized dealer for New Way refuse truck equipment. New Way has since removed Ruckstell and designated Ray Gaskin Service as the authorized dealer for this region.
The City of Visalia operates over 25 refuse truck bodies manufactured by New Way. To maintain fleet reliability and operational consistency, timely access to specialized parts, repairs, and service is essential. Utilizing the authorized dealer ensures compatibility, warranty compliance, and proper maintenance of this equipment.
