Department Recommendation:
Authorize staff to file a Notice of Completion for the Fire Station 55 Roof Repair Project.

Background Discussion:
Fire Station 55 was constructed in 2007 and had a 15-year-old built-up bituminous flat roof on two (2) of its buildings at the station. Both roofs had experienced significant damage, which could be seen through the blistering on the roof likely caused by saturated insulation below the modified membrane. The blistering is caused by moisture getting in under the roofing and expanding like a balloon when the roof gets hot in the summer. This damage caused the roof to leak into the building during rainstorms. This caused minimal damage to the interior but if allowed to continue could have caused significant damage to the buildings. The roof had a material/manufacturer warranty for 20 years however it was not the roofing material that had failed it was the installation of the roofing that had failed. The construction/installation had a typical two-year warranty. The blistering on the roof began approximately four years ago and had become increasingly worse despite staff's efforts to provide maintenance to the areas of concern.
Last year's inspection indicated that both roofs needed to be removed and repaired. Through a reductive change order and per the contractor's recommendation, a polyurethane roofing system was applied to both roofs.
