Staff recommends the City Council authorize the City Manager to file the Notice of Completion for the Goshen Basin Project.
Background Discussion:
The Goshen Basin is one of three basin sites associated with the Lower Kaweah River and Mill Creek System Flood Control Improvements Project. The three separate basin sites contribute to a Department of Water Resources (DWR) Grant Funded project to reduce flood risk to the City of Visalia.
The other two basins are the Peoples Basin and the Oakes Basin. All three basins are being increased in capacity to reduce peak floodwater flows in the Kaweah River and Mill Creek. The project adds other public benefits such as restoration of native plant and animal habitat; and to some extent groundwater recharge capacity as these are earthen and unlined basins.
The Goshen Basin is located on the southeast corner of Goshen Avenue and Camp Drive just within the western city limits and within the industrial zone of the City. The character of the Goshen Basin differs from most other basins throughout the city due to its location and primary flood control function.
This project consists of expanding and modifying the existing 12.4 acre Goshen Basin to provide an additional 17 acre-feet of storage capacity.
