Department Recommendation:
It is recommended that the Visalia City Council nominate Council Member Liz Wynn to the current vacancy on the San Joaquin Valley Air Pollution Control District (SJVAPCD), with Tulare County.

Background Discussion:
Per the procedures adopted by the Valleywide Special City Selection Committee, Visalia must hold a vote to either nominate the applicant to the Committee for appointment to the district Governing Board or reject the applicant.

On October 3, 2023, the City of Visalia was notified by Katrina Rojas, Deputy Clerk of the Board, on behalf of Samir Sheikh, Executive Director of the San Joaquin Valley Air Pollution Control District regarding the necessity of filling an upcoming vacancy for the Tulare County "Large" City representative.
On October 4, 2023, all Visalia City Council Members were sent individual letters inviting them to apply to be considered as the "large" city representative. The deadline for action was November 3, 2023.
On October 24, 2023, all Visalia City Council were polled regarding their availability to serve on the Board and Council Member Liz Wynn indicated she is interested in continuing as the Tulare County "Large" City representative on the SJVAPCD Governing Board.
Pursuant to the Health and Safety Code Section 40600.5 appointments to the District Governing Board will be made by the San Joaquin Valley Special City Selection Committee (Committee).
