Department Recommendation: Staff recommends that the City Council authorize the award of an annual contract for landscape and irrigation repair services to JC Land Management, of Kingsburg, CA, for an annual amount not to exceed amount of $45,000.
Summary:
The City of Visalia maintains over 217 acres of landscape and lighting district areas, 285 acres of park landscapes, and a 28-mile trail system. To support emergency and ongoing maintenance, the City seeks contractor services for:
? Irrigation system repairs - controllers, valves, piping, wiring, flow sensors, backflow prevention.
? Site and amenity repairs - fences, pathways, drinking fountains, benches, gates, bollards, signage.
? Landscape repairs - turf, planters, trees, shrubs, irrigation components.
All work will be performed as directed by the City Representative, and contractors must be experienced with commonly used irrigation systems, including Toro/Sentinel, Hunter, and Baseline controllers, as well as battery-operated controllers.
Background Discussion:
On April 8 and 15, 2026, the City solicited bids by advertising in the Visalia Times-Delta with the RFB posted on Bid-Net. The City also mailed RFB notices, inviting vendors to participate in this bidding process.
