Department Recommendation: Staff recommends that Council authorize the City Manager to award a contract to Graymar Environmental Services, LLC for the Removal and Replacement of Sulfatreat 156 Media at the Visalia Water Reclamation Facility (WRF) for a one-year term, with four annual renewal options, with an annual not-to-exceed amount of $60,000 and a total contract limit of $300,000.

Graymar Environmental Services, LLC was the lowest responsive and responsible bidder under RFB 25-26-18, Annual Contract for Removal, Replacement, and Disposal of Sulfatreat 156 Media at the Visalia Water Reclamation Facility. Background Discussion:
Sulfatreat 156 media is a product used in the gas purification skid for the Renewable Power Generation System (RPGS) at the WRF. The gas purification skid was designed by Unison Solutions to utilize the Sulfatreat media to filter hydrogen sulfide gas from the biogas generated in the biosolids digestion process. Removal of the hydrogen sulfide gas keeps the WRF in compliance with emissions limits set by the San Joaquin Valley Air Pollution Control District and protects the RPGS equipment.
