Department Recommendation:
Staff recommends that the City Council authorize the appropriation of $29,875.00 from the Golf Fund to pay for half of the total cost ($59,750.00) to repair the agricultural well at the Valley Oaks Golf Course. This well is currently the sole source of irrigation water for Plaza park.
Background Discussion:
The irrigation utilized at Plaza Park is supplied by the agricultural well located at the Valley Oaks Golf Course. This same well in the past supplied the golf course irrigation water prior to converting to effluent water from the Water Reclamation Facility (WRF) numerous years ago. During the summer of 2022 the WRF unexpectedly needed to halt the delivery of effluent water because it did not meet the State of California water quality for effluent water delivery. Water was not delivered over a period of two weeks which caused the Valley Oaks Golf Course to revert back to the agricultural well. When that occurred, the well became stressed and failed to produce any water for irrigation for either the park or golf course. The golf course was able to bridge the gap of water delivery from the WRF and reconned to the effluent water, but Plaza Park has been using potable water from a hydrant supplied by California Water Company since.
In discussions with the Valley Oaks Golf Course (an affiliate of CourseCo, Inc.) and reviewing their contract, Valley Oaks Golf Course is contractually responsible for the well regardless that it supplied Plaza Park with irrigation water.
