Department Recommendation: Staff recommends that the City Council adopt Resolution No. 2026-41, declaring certain real property located at Akers and Riggin on APN 077-100-103 as surplus property and authorize the property to be made available for purchase proposals and/or development proposals from qualified entities in accordance with California Government Code Section 54220.
Summary: APN 077-100-103 consists of vacant, undeveloped real property located at the northwest corner of Akers Street and Riggin Avenue (see attached Exhibit 1). The property consists of approximately 20.8 acres that is in process of being rezoned to Commercial Mixed Use (CMU) zoning and does not have a current appraised value.
Staff is requesting Council direction to adopt Resolution No. 2026-41, formally declaring this property as surplus in accordance with the Surplus Land Act, so the City may begin the required notification and solicitation process for qualified entities and agencies.
Background Discussion: Pursuant to California Government Code Section 54222, prior to disposing of surplus land, the City must provide written notice of availability to qualified entities, including affordable housing developers, public agencies, and other eligible organizations identified under the Surplus Land Act.
