Department Recommendation: Staff recommends that City Council takes the following action tonight:
1. Conduct a Public Hearing to receive testimony on additions, changes, and deletions to the City's Rates & Fees Schedule
2. Adopt Resolution 2026-02 to amend the City's fee document for the FY 2026-27; and
3. If desired, take action on specific fees, such as:
a. Fee increases exceeding CPI
b. Adjusted fees
c. All fees
Summary: Annually, staff recommends cost-of-living adjustments to rates and fees for the upcoming fiscal year. City ordinances limit annual adjustments to Impact Fees and Business Tax rates based on specific Consumer Price Index (CPI) measures. These inflationary adjustments help departments recover increasing operational costs, reduce reliance on the General Fund, and preserve General Fund resources for essential City services, including public safety.
The proposed Fiscal Year 2026-27 Rates & Fees document was presented to the City Council during the June 1, 2026, Work Session. The purpose of tonight's meeting is to conduct the required public hearing and adoption of Resolution No. 2026-02, amending the City's Rates & Fees document for Fiscal Year 2026-27.
